The Regional Security System (RSS) has signed a revised Memorandum of Understanding (MOU) with the Caribbean Disaster Emergency Management Agency (CDEMA), reinforcing and expanding the long-standing partnership between the two organisations.
The agreement
was formalised during the RSS’ Council of Ministers Meeting on Friday, March
27, 2026, at The Harbor Club in Saint Lucia, where Executive Director of the
RSS, Rear Admiral Errington Shurland, and Executive Director of CDEMA,
Elizabeth Riley, signed the document.
The
updated agreement is designed to enhance collaboration and improve the overall
effectiveness of regional security and disaster management efforts. Key areas
of focus include the exchange of information on threat assessments and
strengthened information-sharing mechanisms to support the integration of
resilience into law enforcement operations.

Additionally,
the agreement facilitates joint procurement of relief equipment and training
supplies, ensuring greater efficiency and preparedness across the region. Both
organisations have also committed to closer collaboration on projects that
support shared areas of interest and responsibility.
This
renewed partnership underscores the commitment of the RSS and CDEMA to
improving coordination, strengthening regional resilience, and enhancing the
level of cooperation between the two entities in addressing both security and
disaster-related threats.
