The Regional Security System (RSS) is pleased to announce an exciting opportunity for a highly motivated and detail-oriented individual to join our dynamic team as a Data Management Specialist.

JOB DESCRIPTION – DATA MANAGEMENT SPECIALIST

JOB TITLE: Data Management Specialist

GRADE: Low Level

DEPARTMENT/UNIT: Directorate of Policing and Risk Management –

Regional Crime Observatory

ORGANIZATION: Regional Security System Headquarters

REPORTS TO: Director of Policing and Risk Management through

the Operations Manager, Regional Crime Observatory

SUPERVISES: Not a supervisory role

RESPONSIBLE FOR: Developing validation, verification, security, and confidentiality-related protocols for the RSS data providers and the observatory’s staff to ensure compliance with the terms contained in the RSS Member States’ MoU.

Collecting data from various internal (RSS Directorates) and external (RSS Law Enforcement Agencies) data sources, engaging in analytical works that are relevant to data driven strategic and tactical crime control activities, criminal justice research and policy, and humanitarian assistance and disaster response. Preparing a cadre of reports.

Building and maintaining the regional crime data infrastructure required to conduct national and regional system-wide analyse through the identification of crime patterns and trends, and championing the use of data by decision-makers in the RSS Member States.

JOB FUNCTION

a. Act as a focal point for the RSS data providers;

b. Ensure smooth collection of data from the RSS Member States;

c. Audit data providers’ procedures and methodologies to ensure optimal quality of the collected data;

d. Provide technical support and training to stakeholders to improve their data management and analytical products;

e. Develop, improve, and apply data verification and validation procedures;

f. Ensure the compliance of the terms contained in the different MoUs passed with data providers;

g. Ensure procedures are in place for the harmonization of the different datasets collected (format of the databases and comparability of data).

h. Manage the architecture of the observatory’s databases and information management systems, including geographic information systems (GIS);

i. Ensure confidentiality and integrity of data;

j. Ensure the overall security of the data management system;

k. Develop the security and confidentiality-related protocols and practices for the observatory’s staff;

l. Perform monitoring procedures to regularly assess the observatory’s data management quality;

m. Produce statistics, infographics, and analytical reports;

n. Perform primary and secondary research to triangulate national and regional criminogenic factors responsible for prevailing trends;

 o. Any other related duties as may be assigned by the Exec Dir or his representative from time to time.

MINIMUM QUALIFICATIONS REQUIRED

An advanced university degree (Master's degree or equivalent) in data science, analytics, statistics, applied mathematics, criminology or a related field is required. A first-level university degree (Bachelor's degree or equivalent) in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

PREFERRED/DESIRABLE WORK EXPERIENCE

A minimum of three years of progressively responsible experience demonstrating the knowledge of database management procedures to extract, transform, and harmonize data from various sources is required. Demonstrated knowledge of the data life cycle including data collection, cleaning, analysis, visualization, and reporting is required. Skills in statistical programs such as SPSS, R, STATA, as well as, data visualization tools such as Tableau, and Power BI is desirable.

ESSENTIAL FUNCTIONS

1. Knowledge of: data standardization techniques, research methods, statistical modelling, database design principles, and basic graphic arts principles. Skills in using computer software packages designed for statistical analysis and visualization.

2. Ability to: learn the RCO processes and requirements; learn the principles and practices of police and public administration; acquire knowledge of law enforcement needs, techniques, methods, and legal demands; learn computer software applications in use or being developed/approved by the RSS for crime analysis; prepare graphic representations of detailed and complex statistical findings or of crime analysis results; work under pressure within time constraints; and establish and maintain effective working relationships with fellow employees, supervisory personnel, and outside agency personnel.
